Winnebago County CASA is a nonprofit, volunteer-based organization that advocates for abused and neglected children within the Juvenile Court system. Our trained volunteers are appointed by a judge to represent the best interests of children in the abuse and neglect court. Our obligation is to ensure that the children we represent will be visited at least monthly, and that their needs, desires and circumstances will be reported to the court at every scheduled hearing. The Court Appointed Special Advocate/Guardian Ad Litem (CASA/GAL) will be the consistent person in the child’s life.

Our volunteers at CASA are everyday heroes. They serve as advocates to provide the consistency and stability that abused or neglected children need as they navigate the court system. Deb McGinnis, was our Advocate of the Year in 2017. Deb became a CASA in 2014 and has served five families with a total of 14 kids, so far! Her favorite part about being a CASA is the beautiful people she's met along the way and knowing that she can help someone in need. You, too, can change a child's story. In 2019, our 104 CASA volunteers logged 13,000 hours and were able to help 346 children in need. While we are proud of our efforts, we must not forget the additional 903 children who needed an advocate. At the start of 2020, the number of children in need reached 1,035. Volunteers can improve children’s well-being and help them reach a permanent home. We ask that you think about the positive impact you could have on a child who needs a CASA. Children who have a CASA: have a sense of acceptance, are less likely to develop deviant behavior, have a positive attitude toward the future, value achievement, work with others, and develop the ability to work out conflicts.
